Unfortunately, no. These set times (1-7 for EBSCO, 1-21 days for ProQuest) are set by the vendors themselves. This is to make sure they have correct statistics on the eBooks that are being accessed.
However, you are able to re-check out an eBook as many times as you wish. You are also free to select the number of checkout days at the time of download, within each vendor's stated range.
