You should never have to pay extra fees to access a database that Fuller subscribes to. In the case of Ministry Matters and the New Interpreters Bible, I would double check to ensure you are accessing it through the Fuller library database link. 

1. Go to the Fuller Library website at library.fuller.edu.

2. Click the Databases tab:

3. From here you can either search "ministry matters" or select a subject filter (like biblical studies) and scroll down to ministry matters. Click it. 

4. If you are not signed in already, you will be prompted to sign in using your Fuller ID username and password. 

5. You should come out in the ministry matters legacy library, where the new Interpreter's bible is located under "Biblical Commentaries."



From there you can click through the different volumes in the series and the major section headings to find the particular article/chapter you need. 

There is also a new "Research Library," but presently this only contains the New Interpreter's one volume commentary, which is not as comprehensive.
