Unfortunately, at this time, the Hubbard Library does not have access to a comprehensive Citation index database, such as the Web of Science. Most major research Universities (e.g. UCLA) have access to this database and you could inquire about receiving guest access.

Another free alternative would be to utilize Google Scholar. While this database is not exhaustive it does give an approximate or representative sample of the number and kinds of citations for a particular article. 

In the particular article mentioned, for instance, Google Scholar indexes 1,797 other articles that cite "Cross-cultural Training Effectiveness: A Review and Theoretical Framework," providing full text access to these in many cases.
